Regulatory & Policy Advisory

Digital-assets policy is difficult to design from regulation alone. We combine on-chain intelligence, market knowledge and investigative experience to help governments, regulators and institutions understand what is actually happening, and determine what effective oversight, policy or intervention requires.

The policy problem

Regulation can define what should happen. Data shows what actually does.

Digital-assets markets operate across borders, intermediaries and public blockchain infrastructure. Rules written without visibility into that activity can leave regulators with a gap between policy intent and market reality.
Collisionless works from both directions: examining the regulatory objective while independently assessing the activity, entities and risks the framework is intended to govern.
Global public-sector experience

Trusted where digital-assets policy has national consequences.

Collisionless has advised central banks, heads of state, financial intelligence units and financial regulators on digital-assets compliance, financial-crime risk, market activity and regulatory policy.
National government mandates
On-chain market intelligence, regulatory compliance reviews and supervisory recommendations.
Regulatory architecture
Chief Architect of Canada's conceptual framework for stablecoin regulation.
International standards
Founder & President Dina Mainville was appointed Canada's sole crypto-industry representative to the FATF Mutual Evaluation Working Group.
Advisory capabilities

From policy design to effective supervision.

02
Regulatory intelligence & market assessment
Determine what activity is actually occurring within or affecting a jurisdiction.

04
Financial crime & AML/CFT
Help institutions and public-sector bodies understand how digital assets change financial-crime risk and investigative capability.
AML/CFT frameworks · Virtual-asset typologies · Transaction monitoring · Investigative methodology · Risk assessments · International standards · Staff capability
05
Institutional digital-assets strategy
For regulated institutions evaluating digital-assets activity: the regulatory, operational and risk implications of proposed products, infrastructure or market participation.
How we work
Evidence before recommendation.
01
Establish
Define the policy objective, regulatory perimeter and decisions that need to be made.
02
Observe
Examine market activity, on-chain evidence, entities, operating models and relevant regulatory conditions.
03
Assess
Identify where observed activity aligns with, falls outside or exposes gaps in the intended framework.
04
Advise
Translate the findings into practical policy, supervisory or institutional recommendations.
The objective is not a theoretical framework in isolation. It is a defensible view of the market, the risks that matter and the measures capable of changing outcomes.
How we work

From prohibition to effective regulation.

In digital-assets outflows identified
Collisionless was engaged during a national prohibition on virtual-asset activity to determine whether prohibited activity was continuing in practice.
The work combined blockchain analysis with corporate, licensing, market and public-source intelligence to identify activity occurring despite the regulatory restrictions and assess the entities involved.
The mandate expanded beyond detection. Collisionless supported the government's transition toward regulation with recommendations addressing regulatory design, AML/CFT, licensing, consumer protection, risk-based supervision, enforcement capability and supervisory readiness.

Policy design

Rules built around how digital assets actually function.

Effective regulation starts with the activity and risk, not the label attached to the technology. Collisionless Founder & President Dina Mainville served as Chief Architect of Canada's conceptual framework for the regulation of value-referenced crypto assets, developing a risk-based approach spanning payments, securities, prudential oversight and financial crime.

Reserve & collateral requirements
Consumer protection & disclosure
Financial stability & stress testing
The objective is regulation proportionate to the activity, structure and risk, while remaining workable in the market it governs.
Policy design
A regulatory framework is only as effective as the institution supervising it.
Collisionless helps public-sector teams build the practical capability required to supervise digital-assets activity, including blockchain analysis, financial-crime typologies, investigative methodology, supervisory tooling and risk-based oversight.
Our team has delivered digital-assets and AML training for prosecutors, regulators and public-sector professionals, including multi-day programs combining regulatory instruction with hands-on blockchain investigation.
Technical compliance
is the framework on paper.
Effective supervision
is what the institution can demonstrate in practice.
Who we work with
Built for institutions making consequential decisions.
Governments & regulators
Policy development, market assessment, supervisory strategy and regulatory intelligence.
Financial institutions
Digital-assets risk, market participation, product and operating-model assessments.
Law enforcement & public-sector agencies
Financial-crime capability, investigative methodology and digital-assets training.

Policy & supervision
Understand the system.
We help institutions determine how digital-assets activity interacts with regulatory objectives, financial-crime risk and supervisory responsibilities.
